Did Obama Just Commission The “Private Army” He Called For???....











Could Obama's "Civilian Army" look anything like THIS???

Remember when Obama said he wanted a “national security force”? Not the national guard, but a civilian one that has not sworn to uphold the Constitution? On July 2, 2008 in a speech in Colorado Springs, Barack Obama called for a police state.

Sec. 5207. Funding for National Health Service Corps.

Sec. 5208. Nurse-managed health clinics.

Sec. 5209. Elimination of cap on commissioned corps.

Sec. 5210. Establishing a Ready Reserve Corps.


SEC. 5210. ESTABLISHING A READY RESERVE CORPS.

Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:

SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.

(a) ESTABLISHMENT–
(1) IN GENERAL.–here shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.

(2) REQUIREMENT.–All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act 2 of 1923, as amended.

(3) APPOINTMENT.–Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.

(4) ACTIVE DUTY.–Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.

(5) WARRANT OFFICERS.–Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.

(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.

[Note here that those personally appointed by BO - without advice and consent of the Senate - automatically become a part of the Regular Corps. Ed.]

(c) PURPOSE AND USE OF READY RESERVE.–

(1) PURPOSE.–The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.

(2) USES.–The Ready Reserve Corps shall–

(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;

(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;

(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and

(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.

(d) FUNDING. — For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

What could possibly be the purpose of a "civilian Armed Forces," controlled by the Executive Branch?
Didn't Hitler have such a "Civilian Army?"

    Actually the astute observation was made by two other bloggers cited, Nancy Mathis (American Daughter: http://www.americandaughter.com/) & Kelly Wolf at RightSide News (http://www.rightsidenews.com/201003269246/editorial/are-you-ready.html), but it is a hideous prospect.

    For those on the Left, the prospect of a "civilian Army" made up of those they dislike and disagree with (ie. Tea Partiers) should be an equally frightening prospect.

    many on the Right had little problem with Bush's expansion of Presidential powers UNTIL the current administration came into office and abused them in ways we didn't like.

  3. I'm not sure they're not just referring to commissioned public health service officers, whom our country has had for a few years now. It would be a logical extension of the rest of the law, and might actually be something useful.

    Thanks EL! I too want to believe that there's a more rational explanation, although the two blogs I first saw this on asked a very good question, why would this piece of legislation claim to create something that already exists?

  6. It's not hard to take a dim view of Barry and his actions; he's said and written of his command and control desires, and now, he's trying to sneak them into enactment. Note "sneak".

  7. I hadn't been aware of that quote. Quite frankly, I try not to follow what that guy says, although admittedly in doing so, I further endanger what little remains of our liberty.

    The quote is rather disturbing.

    The stormtroopers were never as strong as the military in Nazi Germany, though they were very numerous throughout the Nazi era. (I'm sure you know this history at least as well as I do.) It was when the SS was formed that the Nazis began to have their private army, even though the regular German military had to take oaths to Hitler personally, much the way our military takes oaths to the Constitution. Eventually, the Waffen SS came to rival the Army in strength, but one big reason why was that they were given preferential treatment when it came to receiving equipment. A Waffen SS tank platoon would get five tanks on its TO&E, while the Wehrmacht would get only four. (Correct anything that is a little off, please.)

    We'll see where our "leader" wants to take our country (or better yet, we know to Hell, the question is about the specifics of the trip).

    Having said all that, I think that one item they slipped into the bill is innocent enough.

    I agree that the quote is disturbing AND I do think that, as currently constituted, this civilian "Ready Reserve Corps" is far from a "civilian Army," although it's an unprecedented 1st step.

    What I found interesting was that in its stated purpose, it focuses on their "fulfilling the 'need' to have additional commissioned corps members available on short-term notice "(similar to the uniformed service's reserve program)" to assist in BOTH public health and emergency response missions."

    The phrases "similar to the uniformed service's reserve corps" and to assist in...emergency response missions," is especially open-ended.

    In national emergencies, FEMA Teams and USAR Teams (composed of Municipal police and emergency workers from around the country) CAN exercise police powers.

    Who are those to be commissioned?

    What are their SPECIFIC functions?

    WHY do we need a health/medical reserve corps on stand-by for INVOLUNTARY assignments to emergency response missions?

    Two counterpoints, (1) if abused this corps COULD be quickly defunded by Congress and (2) a Leftist ("utopianist) Army today CAN quickly become a Conservative Army tomorrow - in other words, "Today ACORN and whoever else the far-Left approves of, tomorrow the Tea Partiers and the Militia members."

    Accepting, for the moment, it's "good intentions," it does seem to open the door to something that COULD easily be abused.

    I'd like to say, "No, he's more a far-Left Liberal," but the fact is that almost all far-Left ideologues ARE, in fact, Marxists."

    They espouse Keynes because his economic path (big government spending is good) is a pathway to Marxism.

    There really are only two economic viewpoints, free markets, which is predicated upon individualism, property rights and LIBERTY/self-ownership and Collectivism which is predicated upon the individual subordinating him/herself to the group or community, government/communal ownership of all property and ultimately, of people as "property of the state."

    Neither is "fair," NOT primarily because people are unfair (they ARE), but primarily because LIFE itself isn't fair!

    Still, utopianist Collectivists ALWAYS use life's innate unfairness to bash freedom and property rights.

    So, in essence, you are very, VERY much right!

    Well, this administration has been one of the least open and the least bipartisan in memory, but it does not have dictatorial powers yet.

    If they're able to either steal (via ACORN's voter fraud) or via legalizing and mobilizing millions of nationalized illegal immigrants, THEN they'll have thwarted the will of the vast majority of the American people and will approach that status.

    As it stands, I believe that Congress will stall the immigration reforms until AFTER November, when they can be either reconfigured or scuttled permanently.

    SEVEN months to go!

    P.S. I see no flaws with your history, though I am by no means an expert in that field....what you wrote seedms to evidence a rather extensive knowledge.

    To be clear, I am inclined to see this as less a problem than some, although I DO find it (especially in the context of some of the President's earlier remarks) both troubling and wittingly, or not, the first step on a potentially dangerous path.

  12. Well, the problem is how he got Congress to go along with an essentially unconstitutional law.

    Back in the days of Clinton, I saw our Constitution as protection against the abuses of the Clintonites, who reminded me of provincial Soviet party bosses and how they would have acted had they made it to the Kremlin.

    I was very relieved when Bush won, believing we would have honorable government restored to the White House. After a few years, though, I discovered that Bush's Banana Republicans were looting the country every bit as enthusiastically and much more efficiently than the Friends of Bill.

    Now with Obama, I can't help but think of the words of Leo Cohen's song, The Future, which I here on Peter B. Collins' and Sibel Edmonds' Boiling Frogs podcasts.

    Interestingly, the title "Boiling Frogs" comes from the idea that if you drop a frog in boiling water, it jumps out, but if you drop it in cool water and turn the heat up slowly, it stays in and cooks to death. Sibel Edmonds draws attention to the idea that she thinks our water is already boiling.

    Highly recommend you listen to the podcasts. Some of the guests are a little left of center, but worth hearing out.

    I also highly recommend you familiarize yourself with the Sibel Edmonds case, if you're not already familiar with it.

  13. EL is excellent on the history of Nazi (National Socialist) Germany, and the point about the difference between the Brown Shirts (stormtroopers) and the more odious, effective SS that became a power striking terror into hearts without, and within, Germany.

    Ernest Roehm saw the Brown Shirts as a potential military force to replace the "old line Prussian officer corps"; Hitler knew the Brown Shirts to be exactly what they were: a useful mob, to intimidate his internal opponents, nothing more. The Blood Purge in June, 1934, signalled the eclipse of the Brown Shirts, and the ascendance of the SS. Eventually the Waffen SS.

    But I digress.

    Barry's civilian corps -- as potentially defined by the thugs at a Pennsylvania polling place in '08 -- are a definite throwback to the Brown Shirt stormtroopers of Nazi Germany.

    And are meant to do as they did: intimidate.
